GCFA Supports Actions of General Board of Higher Education

Nashville, TN – The Board of Directors of the General Council on Finance and Administration (GCFA) drafted the following resolution to support the actions of the General Board of Higher Education and Ministry (GBHEM) to suspend GBHEM funds to the West Angola Conference.


GCFA shall send a letter to Bishop Domingos regarding the $100,000 allocated to the West Angola Episcopal Area from the 2009 – 2012 African Theological Education Initiative. The letter shall state that Bishop Domingos must provide an accounting of those funds specifically, and that he must provide:

  • A Project Summary
  • A detailed accounting for the budgeted amount and actual amount spent
  • For buildings:
    • Photo of the building
    • Building completion certificate from the architect or building contractor

Also, the letter shall state that if this information is not received on or before May 30, 2014, or the information provided is deemed by GBHEM to be insufficient or incomplete, then GCFA will release the following statement:

The board recommends that the general agencies, annual conferences, and local churches of The United Methodist Church withhold funding to the West Angola Episcopal Area and related organizations until further notice, or until the board concludes that there is a sufficient level of accountability demonstrating that the funds are being used for their designated purposes.

The GCFA board will review the status after May 30 and determine if any further actions are needed.

This action of the GCFA just came about time. However, this, just shows a small piece of the problems prevailing in the West Angola Episcopal Area. About 16 Elders were put on administrative location for denouncing several irregularities occuring in that episcopal area commited by the resident bishop. Among the irregularities denounced are, inappropriate use of Church funds that have been transfered into the bishop’s personal account, inapropriate use of Church property, disrespect for the book of discipline, and several other serious violations that constitute the breaking of the ministerial sacred covenant.
